Purpose: This study aims to examine and reconstruct the paradigm of Islamic law in the prevention of gender based violence by drawing on the principle of public interest, maslahah, and the framework of human rights protection, in order to move Islamic legal thought beyond a purely punitive orientation toward one that is preventive and victim centered.

Research Methodology: The research applies a normative juridical method supported by conceptual, statutory, and philosophical approaches, drawing on primary Islamic legal sources, national legislation, and contemporary scholarly literature analyzed through descriptive and interpretative techniques.

Results: The findings indicate that maslahah and maqasid al shariah converge with human rights principles in safeguarding life, dignity, intellect, lineage, and property, and that a reconstructed legal paradigm must integrate prevention, victim protection, restorative justice, and non discrimination.

Conclusions: The study concludes that a maslahah based reading of Islamic law offers a coherent normative foundation for a more protective and responsive legal order capable of addressing gender based violence in contemporary Muslim societies.

Limitations: The analysis relies on library based normative sources rather than empirical field data, which restricts generalization to specific social settings.

Contributions: This article contributes an integrative conceptual framework that bridges classical Islamic jurisprudence and modern human rights discourse for policymakers, religious authorities, and legal scholars working on victim protection.
