Dynamic Capabilities and Environmental Turbulence in the ICT–Sustainable Performance Relationship

Abstract

Purpose: This study examines how dynamic capabilities and environmental turbulence influence the relationship between ICT capabilities and sustainable performance, focusing on PT PLN (Persero) Pusharlis and its business partners. The study addresses recent declines in partner performance, specifically delays in goods and services delivery from 2022 to 2024.

Research Methodology: A quantitative approach with a descriptive and causal research design was used. Data were gathered through structured questionnaires from 237 partner companies of PT PLN (Persero). Structural Equation Modeling (SEM) was employed to analyze direct and moderating relationships among the variables.

Results: The study finds that ICT capabilities significantly enhance sustainable performance. Dynamic capabilities strengthen this link by helping firms adapt, integrate, and reconfigure resources effectively. Environmental turbulence also affects this relationship, showing that external uncertainties shape how ICT capabilities influence long-term performance outcomes.

Conclusions: ICT capabilities are key to improving sustainable performance, with dynamic capabilities further enhancing this effect. Environmental turbulence, particularly external uncertainties, also influences the contribution of ICT capabilities to performance.

Limitations: The study does not explore specific types of ICT or dynamic capabilities, nor other potential moderating variables. The data are limited to PT PLN (Persero) and its partners, potentially limiting the generalizability of the findings.

Contributions: This research integrates ICT capabilities, dynamic capabilities, and environmental turbulence into a unified model to explain sustainable performance, particularly in state-owned enterprise partnerships in emerging economies.
