Purpose: This study aims to measure the effectiveness and efficiency of regional financial management performance in Papua Province, identify obstacles in the management of regional financial performance, and formulate strategies to improve financial management in order to enhance financial performance of Papua Province.

Research methodology: This research employs a mixed-methods approach. Data were collected through interviews and documentation. Data analysis techniques include quantitative analysis using financial ratios, qualitative analysis, and SWOT analysis.

Results: The results of the study indicate that the financial performance of Papua Province shows relatively good achievements in several aspects, particularly in the effectiveness of local revenue collection and the fulfillment of debt obligations. However, there remain significant challenges regarding the stability of locally generated revenue growth, the efficiency of expenditure, and the limited level of fiscal independence.
