Policy for Village Fund Development and Supervision by Bhayangkara Officers Preventing Corruption in Indonesian Villages

Abstract

Purpose: This study aims to analyze the legal basis, effectiveness, and challenges of the involvement of Bhayangkara Public Security and Order Supervisors (Bhabinkamtibmas) in supervising and fostering village fund management to prevent corruption in village funds in Indonesia.

Methodology: This research employed a normative legal research method using statutes, cases, and theoretical approaches. This study analyzed laws and regulations related to village fund management, community policing, and corruption prevention, supported by legal documents, previous studies, and relevant policy frameworks concerning the supervision of village funds.

Results: The findings indicate that the involvement of Bhabinkamtibmas in village fund supervision aligns with the principles of community policing and preventive-law enforcement. However, its implementation remains ineffective due to unclear regulatory authority, excessive workload, limited operational resources, inadequate competence in village financial administration, and resistance from some village officials. Various corruption patterns were identified, including budget markups, fictitious projects, manipulation of accountability reports, and misuse of village funds for personal gain.

Conclusions: The study concludes that strengthening the role of Bhabinkamtibmas requires comprehensive regulatory reform, capacity enhancement, adequate operational support, and stronger collaboration among government institutions and local communities to improve village fund accountability and prevent corruption.

Limitations: This study is limited to normative legal analysis and does not include empirical field investigations or quantitative measurements of policy effectiveness.

Contribution:This research contributes to the development of legal and public policy studies related to village governance, corruption prevention, and community policing by providing strategic recommendations for optimizing village fund supervision mechanisms in Indonesia.
