Gender inclusivity in public building permit services: A case study of Denpasar City
Abstract
Purpose: This study analyses how gender inclusivity is implemented in public building permit services and how socio-institutional factors influence access and service experiences in Denpasar City, Bali, Indonesia.
Research Methodology: A qualitative case study approach was conducted at the Department of Investment and One-Stop Integrated Services (DPMPTSP) of Denpasar City. Data were collected through in-depth interviews with service users and officers, direct field observation, and document analysis, then interpreted using thematic analysis informed by gender inclusivity and gender governance frameworks.
Results: Although building permit services are formally designed as gender-neutral and digitally mediated through SIMBG, differences in information access, digital literacy, and bureaucratic familiarity produce uneven service experiences for women users. Adaptive practices by frontline officers partially mitigate these gaps.
Conclusions: Gender-inclusive public service delivery requires more than efficient administration; it requires responsive and equitable approaches that recognise diverse user needs and embed gender-sensitive practices into formal procedures.
Limitations: The study is limited to one city and one service type, so findings are not statistically generalisable but offer transferable insights for similar urban contexts.
Contributions: The study contributes to public administration and gender studies by integrating gender inclusivity perspectives into local licensing services and offering practical input for policymakers in DPMPTSP and similar agencies.
