Leadership Style and Human Resource Management Strategy to Improve Organizational Performance

Abstract

Purpose: This study examines the influence of leadership style and human resource (HR) management on organizational performance at KPP Pratama Bandar Lampung Dua. The study was motivated by declining performance in five Key Performance Indicators (IKU) in 2024 compared to 2023. The observed leadership styles were laissez-faire and autocratic.

Research Methodology: A concurrent mixed-methods design was employed. Qualitative data were collected through in-depth interviews with six strategic informants. Quantitative data were analyzed using Pearson correlation (SPSS v25, n=6) between leadership style (X1), HR management (X2), and organizational performance (Y). Source triangulation ensured validity.

Results: Quantitative findings showed strong positive correlations between leadership style and performance (r = 0.691, p = 0.020), and HR management and performance (r = 0.751, p = 0.000). Qualitative results indicated that transformational leadership enhances performance through motivation and empowerment, whereas autocratic leadership limits participation and communication. HR practices, including training, career development, and performance evaluation, improved employee productivity. Suggested improvements include strengthening non-tax soft skills, innovation recognition, technology training, participatory hearings, and monthly IKU monitoring. SWOT analysis informed integrated improvement strategies.

Conclusions: Transformational leadership and effective HR management positively affect organizational performance by enhancing motivation, competencies, and organizational capacity to achieve NKO targets.

Limitations: The small sample size, single-unit focus, and correlational design limit generalizability and causal inference.

Contributions: This study is the first to integrate mixed-method analysis linking leadership, HR quality, and institutional performance at a DJP tax service office in Lampung, offering actionable recommendations to address IKU deficits and enhance organizational outcomes
